* To host and moderate the Council meetings.

* Prior to meetings, the Gavel is in charge of collection the items of the Council meeting agenda from each faction's throne and to schedule the meeting session.

* During meetings, the Gavel runs the meeting and invite speakers to speak when it's their turn, the Gavel also maintains order during during sessions and serves as secretary of the meeting minutes.

* It is within the prerogatives of the Gavel to delegate the role of secretary, however there is only one seat of the Gavel.

* Last but not least, the use of supernatural abilities is strictly forbidden during Council meeting sessions and the Gavel is responsible for signaling transgressions (whoever committed the transgression).

Gavel of Order : A Trinket specially forged and enchanted for free by the Continuum Study Chantry for the Council:

• Upon taping the Gavel on its base and saying “Silence”, the Gavel Holder can silence the entire Council room.
• By saying, “Next topic please”, they can force current discussions to stop in order to move on to the next topic.

Actual effect: The Gavel of Order gives its owner Charisma 6 (Natural Authority) for the duration of the Council session. Everyone in the room feels compelled to listen and do what they say.

The Gavel of Order remains the Property of the Council.

• A pen that allows the Gavel to write faster Dexterity 5 and gain Eidetic memory for the duration of the Council meeting session.

The Perfect scribe pen remains the Property of the Council.
