Characters advance from experience. At lower levels, a character advances based on exposure, action, training etc. As the characters progress, the difficulty to learn increases because what they are trying to do becomes harder.
Example; Driving. Level one; DOL Driver’s Permit. You can drive, just not well. Level two; DOL Driver’s License. Drive a car or truck well. Stressful conditions like steep grades, heavy traffic, chases, you might have trouble. Level three; Amateur Racecar Driver. Level four; Specialty vehicles. You can get into any vehicle like a pro. Level five: Planes, helicopters, ships etc.
Advancing to Dots 1 - 2
Justification: None.
Advancing to Dot 3
Justification: Yes. Requires using the Attribute or Ability at least a few times. If you want to use or do something exotic, you might need a mentor to teach, ask me if you have questions or need help.
Advancing to Dot 4
Justification: Yes. Requires using the Attribute or Ability at least a few times at level 3. If you want to use or do something exotic, you might need a mentor to teach, ask me if you have questions or need help.
Exceptions:
Attribute Appearance cannot be changed after Character Creation.
There are bloodlines that also have exceptions. I will list them as I go.
Court is a formal meeting with all members of the Praxis and is held the first Saturday of every month. Here we will make indroductions to new faces to the rest of the group, discuss old business and new business, and socialize afterwards. This is a good time to get caught up on plots, have justification for being in plots, and bring anything to the table you would like to discuss. Also no Disciplines will be in use inside Elysium… means all wil change to their true form in the secluded entryway.. to avoid any breach…
Given that all splats are not created equal, it was necessary to make a small change to the rules. In the event that a Vampire PC uses a Discipline ability that would require another player or NPC to make a check using a Virtue, that player or NPC may use 1/2 their permanent willpower (rounded down) instead of a Virtue, if they are part of a splat that does not have Virtues. Please Note: This does not means that splats that do have Virtues can use this 1/2 permanent willpower rule.
Additionally, please note that, in the case of utilizing this rule, no Willpower-related merits can be used to 'benefit' your roll.
For various reasons (mostly the lack of bodily functions like a metabolism and immunity system) the following merits and flaws are banned for vampires:

Furthermore, due to the hostility Garou would have towards such a character, the merit Shapechanger Kin is a flaw instead.
