+As a phylactery the mantle has three powers.
+First, it continues to have the power of Altair's previous phylactery, the fang of retribution.  That being to allow him to transform into a large phoenix, including the power of flight.
+Second, the mantle can take the form of any weapon that Altair wishes.  But while in this form it can be taken from him, with the normal risks of losing a phylactery.  This does not remove the power of the mantle, but he cannot reabsorb this weapon into the mantle till he regains it, and it can be used against him as normal for a phylactery.
+Lastly, is the standard sekhem storage power of a phylactery.  Balance x5 Sekhem can be stored within the mantle, and used as needed.
