Physical Description:
A tan skinned man in his mid twenties. About 5'10“ in height with a somewhat average looking physique. Dark brown hair and eyes. Usually wearing hiking boots, blue jeans, a T-shirt with horror themed graphics, a brown jacket, and a black flat cap.

Personality:
Val can come off as friendly but he is actually quite competitive, as well as a dork for horror stuff. He enjoys nature walks but loves reading or watching horror stories. He is never really afraid to ask questions in any situation and appears to have a cold attitude when he is focused on something. He has trouble letting a topic of conversation go when he catches someone in a lie, and can be quite suspicious of people that he perceives as liars.

Backstory:
Valeiro grew up in a garou/kinfolk society in Canada, on the northwest coast. Born under the half moon. From a young age, he was taught the importance of laws and rules and mediation. He was studious as well as competitive, always focus on trying to succeed in anything he tried. He hated failure, finding it hard to accept even when there was nothing he could do about it. Going so far as to pass the blame to wherever he could when it would happen. Whenever things were serious, he would get a bit cold minded and focused. Emotional responses from others were disregarded as he tried to focus on objective facts of things. Generally more calm and level headed than most as he would convince himself that getting overly emotional in many situations just got in the way and was a waste. If one could not control themselves, he saw them as a bit stupid or a liability. That did not mean he was emotionless, but rather than he preferred to think things out and try to be rational. Eventually, after getting bullied from other kinfolk boys, something snapped. He woke up later being held down by some adult garou. The first change had happened and then came his further education into the garou ways. He spent his adolescent years actually studying, getting jobs, and earning and income rather than just playing and goofing off like many others did. While he did socialize with others, he showed a fascination with law enforcement and the way they did things. Instead of reading much fiction, he would study law books, police procedure manuals, as well as interrogation manuals. Occasionally he did read the odd detective novel or whodunnit as he did like the puzzles. Over the years he developed a bit of a guilty pleasure. For hobbies and relaxation, he loved horror. Movies, books, games, posters, whatever. He would collect horror genre paraphernalia constantly. He even would sometimes wear a Cthulhu hockey jersey when he was in his casual time. Eventually, as he got older, he was sent to Jacksonville Florida to keep an eye on the odd behaviour of the area. It also kept him from getting too covetous of their ranks.

Notes:
Rite of Passage: A small town has been having problems. Bit of a crime spree. He goes a bit vigilante in trying to figure things out and actually do some investigative work. He blended in with some small time punks that were doing things like B&E and whatnot. Did some schmoozing and gets sorta in with some of them. He gains some trust with them by doing things like picking up the beer or dope to go hang out with them at various houses/apartments. Gets to the point where they will take phone calls right in front of him without worry. Listens in to calls, makes sure to remember names, and finds out they are doing this stuff under instruction from the local police staff sergeant, who was trying to increase the crime rate so he could get more funding for the local police force. When the level of trust is high enough, which isn't that hard when they're baked all the time, he uses a cheap pair of glasses with a hidden camera in them. Eventually he leaves and sends the information to higher authorities and news stations to expose the corruption.
