What is a 'god'?:

In raw mechanical terms a God is a celestine level entity with a divine mandate. Otherwise they function as Celestines with a few extra powers. The vast majority of them simply function as celestines that are not tied to Gaia. As the vast majority of the gods are simply the other members who were party to 'the agreement' and their children, with there being a few exceptions who are 'of gaia' such as the Aztec, Incan, and Mayan pantheons, who are Gaian spirits who inherited a portion of Gaia's divine mandate.

What Makes a god?:

In simple terms a god is a celestine level power with a divine mandate and a few other bells and whistles tacked on. A Divine mandate is a domain. In mechanical terms gods do not need to roll when performing actions pertaining to their domain. For example a god of war does not need to roll in combat, he simply succeeds (or fails) to the extent he wishes any time a roll needs to be made. The ST determines how many successes (Or lack thereof) result from the application of the divine mandate.

Additionally deities have the powers of Co-location, and Aspects.

What is a Divine Mandate
A divine mandate is an area of control. Each god has one, its the mandate that makes a god a god, and not simply a celestine. It is also the domain that makes a god more or less powerful when compared to other gods. The more situations that exist that a god can apply his or her divine mandate, the more 'powerful' that god. As such gods like Gaia(Divine Mandate: Nature) and Yahweh(Divine Mandate: Causality aka Nurture) are horribly powerful compared to say Thor(War, thunder and lighting) or Chaac(War and Rain).

Aspects and Colocation

Gods can be in more than one place at a time, and have more than one 'face' that they show the world. These faces are called 'aspects' and all gods are capable of this. It is how the Greek Pantheon became the Roman pantheon, how there were simultaneously several versions of a god (Such as Aphrodite Areia and Aphrodite Pandemos).
Every God has the following Aspects:

The Prime Aspect: This is the root of a gods power, their most 'pure' aspect. The original gods who made the agreement lack a prime aspect, as they all sacrificed their primes in order to fuel the creation of reality. This leads to the common theme of older gods being deposed by younger ones. Even though the younger ones have more restrictive divine mandates. The reason is because the elder gods gave up their prime aspect, the most flexible version of their divine mandate, and thus were vulnerable to being overthrown.

The Avatar: This aspect is a version attuned to the mortal world, thus allowing the god to walk among men without breaking important things, like continents and laws of physics. Every god has an avatar that they can walk the world with. And this avatar is mutable, and can appear as almost anything the god wants, hence Zeus being the lecherous rapist jackass and boffing women with such delightful forms as a swan or a bull...

Additional Aspects: Many gods have Multiple aspects that are varied in purpose and power. Each aspect still has access to the divine mandate, but that access may differ. Such as aphrodite areia, who has the war and love domains and aphrodite pandemos who has love and motherhood. Each have a relating thread, in these cases love, but a different application. In some cases aspect may not even know they are aspects, and such aspects may be unknown to the other aspects of the god. This is especially true of Yahweh and Gaia, due to the extreme strain of creating our reality. Yahweh rested on the seventh day, because the first six almost killed him. And Gaia is comatose and her aspects are either likewise comatose, or separated and unaware (And incapable of being aware) that they are aspects at all. Such is the case with the Scarlet Queen and the Ebon Dragon. They are both aspects of Gaia and Yahweh respectively, but likewise unaware of their nature, only ever able to perform the task their representation of the divine mandate gives them.
